Main Job Purpose:
The primary objective of this role is to support the governance and performance of IT vendors by monitoring SLA
compliance, service quality, and contractual obligations. It collaborates with Procurement, Legal, Finance, and IT
stakeholders to ensure accurate scopes of work, contract alignment, and effective vendor selection and risk
management. The role analyzes vendor performance and financial data, supports budgeting and cost
optimization, and ensures compliance across the Procure-to-Pay cycle. Additionally, it coordinates service
acceptance and transitions and contributes to continuous improvement and standardization of vendor
governance practices.
Duties & Responsibilities:
1. Analyze technology trends and provide input on IT vendor strategy while supporting alignment with
Procurement’s sourcing strategy and organizational objectives.
2. Collaborate with Procurement Contracts, Legal, and IT stakeholders to define technical scopes of work
and evaluate, review, and validate contracts to ensure clear deliverables, service definitions, KPIs, SLAs,
and alignment with operational and IT service requirements.
3. Monitor, evaluate, and report Service Level Management processes, vendor performance, SLA
compliance, and service quality, coordinate service review meetings, and identify service gaps while
supporting corrective actions.
4. Support and validate service acceptance for new or existing suppliers, ensuring compliance with
technical and contractual requirements, and coordinate service transitions into production with proper
documentation and readiness.
5. Evaluate vendor performance against SLAs and contractual commitments, validate service credits or
penalties, and coordinate with Procurement and Finance to ensure accurate application and financial
adjustments.
6. Support and validate service delivery, invoice accuracy, and contract compliance within the Procureto-Pay (P2P) cycle, ensuring alignment between delivered services and contractual expectations.
7. Provide support and input during contract negotiations, and coordinate with Procurement and Legal
to ensure IT service requirements and expectations are properly reflected.
8. Participate in vendor evaluation and selection processes, identify and report vendor risks (operational,
service, performance, dependency), and support Procurement in due diligence activities.
9. Administer and control the master IT budget, including all IT cost centers and project accounts,
ensuring accuracy, transparency, and compliance.
10. Allocate approved budgets to designated account codes in line with financial plans, governance
rules, and approved initiatives.
11. Design, maintain, and own real‑time Budget vs. Actual (BvA) dashboards using tools such as Power
BI, Excel, and ERP financial modules.
12. Perform monthly accruals and variance analysis, providing clear and actionable explanations of
deviations to IT leadership.
13. Support budget forecasting, re‑forecasting, and cash‑flow planning in collaboration with IT
management and PMO stakeholders.
14. Analyze vendor cost data, contribute to benchmarking and financial assessments, and provide insights
on cost optimization opportunities to support IT budget planning.
15. Participate in continuous improvement initiatives in vendor governance and SLA frameworks,
collaborate with Procurement, Legal, and Finance to enhance processes, and support standardization
across IT vendor engagements.

with high accuracy; ensures compliance with contractual terms, governance standards, and financial
controls.
6. Accountability: Takes ownership of assigned responsibilities, ensures follow-through on actions, and
actively participates in initiatives to enhance vendor governance processes, SLA frameworks, and
service quality.
Technical Competencies:
1. SLA & Service Performance Management: Ability to monitor, evaluate, and report on SLA
performance, KPIs, service quality, and vendor compliance; capable of identifying service gaps and
supporting corrective actions.
2. Contract & Scope of Work Management: Ability to review, validate, and interpret contracts, SOWs,
and SLAs; ensures alignment between technical requirements, deliverables, and operational
expectations.
3. IT Service Management (ITSM) Knowledge: Understanding of ITIL processes, service acceptance,
transition management, and operational governance frameworks to support effective service delivery.
4. Vendor Risk & Governance: Ability to identify, analyze, and report vendor risks (performance,
operational, dependency); supports vendor selection and due diligence processes.
5. Financial & P2P Management: Competence in budget monitoring, invoice validation, accruals,
variance analysis, and supporting Procure-to-Pay processes; ensures financial compliance and cost
control.
6. Data Analysis & Reporting Tools: Ability to analyze data and produce insights using tools such as
Excel, Power BI, and ERP systems; supports reporting, dashboards (e.g., Budget vs Actual), and
decision-making.
Qualifications:
Education Bachelor’s degree in IT, Computer Science or other relevant fields.
Experience 3–5 years of experience in IT financial management, budgeting or vendor governance.
Certificates
ITIL or COBIT certifications are preferred, with CIPS or CPSM as an advantage; finance or
analytics certifications (e.g., Power BI, Advanced Excel) are desirable.
Language Fluent in Arabic and English (Oral & Written).
