Main Job Purpose:
The primary objective of this role is to design and optimize CS core network architecture to ensure scalability,
reliability, and alignment with business objectives. This role involves oversee planning for future capacity
and emerging technologies to support subscriber growth and service quality. Additionally, drive innovation
by evaluating new solutions and advising cross-functional teams on technical standards, enabling a highperforming, future-ready mobile core infrastructure.
Duties & Responsibilities:
1. Develop and maintain the CS Core network roadmap to align with business objectives and subscriber
growth targets.
2. Prepare and approve high-level and low-level network design documents ensuring scalability,
reliability, and compliance with technical standards.
3. Plan and manage core network expansion projects, defining schedules, dependencies, and quality
benchmarks to deliver on time and within budget.
4. Conduct risk analysis and implement mitigation strategies to minimize project delays and maintain
baseline performance.
5. Establish and enforce policies and functional procedures to streamline workflows and ensure
operational consistency.
6. Monitor and control all project elements to ensure proper coordination and adherence to defined
timelines.
7. Analyze network performance and collaborate with vendors to resolve issues and improve KPIs such
as call completion and processor load.
8. Approve and validate dimensioning plans for systems, routing, signaling, and numbering resources
to ensure efficient resource utilization.
9. Plan and execute traffic migrations to maintain service continuity and optimize load balancing.
10. Report and optimize network performance indicators (grade of service, CS subscribers, paging) to
meet defined targets.
11. Design and dimension new core platforms and expansions for GSM/WCDMA/LTE/5G technologies
to support forecasted growth.
12. Develop and implement traffic migration plans to ensure seamless load balance and uninterrupted
service.
13. Design and validate signaling dimensioning for CS core protocols to maintain optimal network
performance.
14. Manage and allocate numbering resources effectively to support scalability and regulatory
compliance.
15. Dimension CS Core network capacity based on marketing forecasts to meet projected subscriber and
traffic growth.
16. Prepare and deliver accurate KPI reports on core network performance to enable data-driven
decisions.
17. Design and optimize all mobile core network elements (2G, 3G, CS, PS, IN, LTE/SAE) to accommodate
forecasted growth and business plans.
18. Monitor and manage KPIs proactively to meet defined targets and report timely to the Core & IP
Planning Senior Manager.
19. Coordinate with cross-functional teams on network rollout, service launches, and ensure smooth
execution of related activities.
20. Lead RFP preparation and evaluate proposals to select cost-effective and technically sound solutions
for CS core network projects.
21. Collaborate with Engineering, IT, Finance, Customer Care, and Sales to conduct feasibility studies
and define methodologies for delivering functional requirements.
22. Ensure compliance with information security policies, safeguarding confidentiality, integrity, and
availability of all network-related data.
23. Execute additional tasks as delegated by the line manager to support organizational objectives.
24. Train and mentor team members on CS core planning, optimization, and operational best practices
to build technical capability and ensure knowledge transfer.

1. Core Network Operations Management: Skill in overseeing daily CS Core network operations to
maintain high availability, reliability, and compliance with service-level agreements and operational
standards.
2. Network Architecture & Design: Expertise in developing and maintaining scalable, secure, and
future-ready CS Core network architecture, incorporating best practices and emerging technologies
for optimal performance.
3. Capacity Planning & Dimensioning: Proficiency in forecasting and calculating network capacity
requirements based on traffic growth and marketing projections, ensuring efficient resource
utilization and seamless service continuity.
4. Project Management: Ability to plan, execute, and monitor network projects by managing
resources, timelines, risks, and deliverables to ensure successful implementation and continuous
improvement.
5. Mobile Technologies Expertise (2G, 3G, 4G, 5G): Advanced knowledge of GSM, UMTS, LTE, and 5G
technologies, including signaling protocols, traffic engineering, and optimization techniques across
all layers.
6. Performance Monitoring & Optimization: Ability to implement robust monitoring systems and
analyze KPIs to identify bottlenecks, optimize network performance, and achieve defined service
quality targets.
Qualifications:
Education A bachelor’s degree in Electrical Engineering, Telecommunications Engineering, Computer
Engineering, or a related technical field.
Experience
• 6–8 years of hands-on experience in CS Core network planning, design, and
optimization.
• Proven track record in managing large-scale mobile core projects (GSM, UMTS, LTE, and
5G).
• Experience in traffic engineering, signaling protocols, and capacity planning.
Certificates Core Network & Mobile Technologies Certifications | Project Management Professional
(PMP) | VMware Certified Professional (VCP) are preferred.
Language Fluency in the English Language (Written & Spoken).
