Main Job Purpose:
The primary objective of this role is to manage the fiber backbone infrastructure and transmission network
to ensure optimal performance. Furthermore, leading digital transformation initiatives for maintenance
operations (PM & CM). This role also involves overseeing fiber and transmission workshops and spare parts
inventory. Additionally, maintaining accurate GIS documentation for fiber networks and driving the O&M
efficiency. By implementing best practices, the role contributes directly to minimizing downtime, improving
network performance, and supporting the organization’s strategic goals for reliable connectivity.
Duties & Responsibilities:
1. Oversee the operations of the fiber backbone and transmission workshops, ensuring high-quality
splicing, testing, and repairs to maintain network resilience and sustainability.
2. Supervise field teams in the installation, maintenance, and troubleshooting of fiber optic and
transmission networks, ensuring adherence to safety and quality standards.
3. Plan and Implement and standardize preventive and corrective maintenance (PM & CM) procedures,
aiming to reduce Mean Time to Repair (MTTR) and improve network availability.
4. Drive digital transformation by deploying digital platforms for work order management, reporting,
and performance tracking, enhancing operational efficiency and transparency.
5. Manage inventory of fiber and transmission spare parts, ensuring optimal stock levels, minimizing
shortages, and improving procurement planning through usage pattern analysis.
6. Ensure compliance with international standards (e.g., ITU-T, ISO) and internal quality metrics,
including contractor performance evaluations and audit readiness.
7. Maintain accurate GIS documentation of fiber routes, splice points, and network assets, supporting
efficient fault localization and infrastructure planning.
8. Conduct regular training sessions on fiber and transmission best practices, safety protocols, and
emerging technologies to upskill teams and foster a culture of continuous improvement.
9. Monitor and report on key performance indicators (KPIs) such as MTTR, network availability, and
PM compliance, using data insights to drive decision-making and performance enhancements.
10. Collaborate with suppliers and stakeholders to ensure timely project execution, cost-effective
sourcing, and alignment with strategic network development goals.

Technical Competencies:
1. Backbone Network Design & O&M: Designing and managing long-haul and metro fiber networks,
including terrestrial and submarine systems.
2. Transmission Systems & Topologies: Understanding of network structures (ring, mesh, star) and
technologies like OTN, DWDM, and high-speed optical systems (100G–800G).
3. Testing & Troubleshooting: Using OTDR and related tools for fault detection, analysis, and recovery
in backbone networks.
4. Standards & Compliance: Applying ITU-T, ISO, ANSI/TIA, and IEEE standards to ensure network
quality and regulatory alignment.
5. Project & Vendor Management: Leading backbone deployment projects and coordinating with
vendors for timely, cost-effective delivery.
6. CAPEX/OPEX Optimization: Managing capital and operational expenditures to maximize network
investment efficiency.
Qualifications:
Education A bachelor’s degree in Telecommunications, Electrical Engineering, or a related field.
Experience
6-8 years of experience in fiber and transmission network operations, including 2 years in
a managerial role.
Certificates
CFOS (Certified Fiber Optic Specialist) |FOA |Huawei Transmission certificates are
preferred.
Language Fluency in English Language (Written& Spoken).
