Main Job Purpose:
The primary objective of this role is to lead the Contracts Management Office (CMO) and ensure effective
governance of the Company’s end-to-end commercial contract lifecycle across Procurement and Non Procurement contracts. The role is accountable for consistent contract governance, portfolio performance,
Earned Value tracking, risk control, and value realization through the approved CMO Operating Model,
policies and SOPs.
Duties & Responsibilities:
1. Owns and maintains the Contracts Management Operating Model, policy framework and SOPs,
ensuring alignment with Company strategy, risk appetite and Delegation of Authority.
2. Sets Contracts Management strategic direction and approves material changes to policies, processes
and organization structure.
3. Lead and resolve escalated contract governance exceptions within delegated authority.
4. Oversees contract classification, contracting requests, partner due diligence, contract model selection,
preparation, review, negotiation, approval and execution.
5. Ensure partners engagements are correctly classified and executed in alignment with the relevant
stakeholders.
6. Ensures controlled handover of contracts executed to Contract Management Office for post-award
administration.
7. Oversees contract registration, repository control, baseline establishment, performance monitoring,
Earned Value Management, changes, claims, renewals, expiry and closeout.
8. Ensures required Strategic Sourcing endorsement is obtained for Procurement Contract changes
affecting scope or commercial conditions.
9. Reviews the consolidated Contract Portfolio Report and drives resolution of data-quality and
performance exceptions.
10. Ensures contracts are executed, amended, renewed and closed in compliance with the Contract
Management Office framework and corporate governance.
11. Maintains oversight of governance exceptions and escalates material commercial, compliance and
contractual risks.
12. Coordinates with Legal, Finance, Compliance and other business units while preserving their respective
authorities; refer formal disputes, litigation and arbitration to Legal.
13. Owns the Contract Management Office Master KPI Dashboard and reports contract portfolio
performance, risks, claims exposure, cycle times, Earned Value/schedule variances, expiry readiness
and data quality.
14. Provides periodic performance and improvement recommendations to Executive Management.
15. Leads periodic review of the department framework and incorporates lessons learned and assurance
findings.
16. Leads, develops and performance-manage Contract Management leadership and staff, including
succession and capability development.
17. Builds Company-wide contract management, negotiation and administration capability through
training and awareness.
18. Acts as the principal Contract Management Office interface with Executive Management, Legal,
Finance, Business Units and strategic external partners.
19. Exercises authority within the Company’s approved Delegation of Authority, including contract
governance decisions, exceptions, amendments, claims, renewals and closeout matters within
applicable monetary and risk thresholds.

Technical Competencies:
1. Contract Lifecycle Management: Manages and governs the full contract lifecycle from initiation and
negotiation through execution, administration, renewal, and closeout.
2. Contract Governance & Compliance: Establishes and monitors contract governance frameworks, policies,
SOPs, and controls to ensure compliance with organizational requirements and Delegation of Authority.
3. Commercial Negotiation: Leads complex commercial negotiations to achieve favorable contractual terms
while balancing business objectives and risk exposure.
4. Commercial & Contractual Risk Management: Identifies, assesses, mitigates, and escalates contractual,
financial, compliance, and operational risks across the contract portfolio.
5. Earned Value Management (EVM) & Performance Measurement: Applies Earned Value principles and
performance metrics to monitor contract execution, schedule adherence, cost performance, and value
realization.
6. Claims, Change & Dispute Management: Oversees contract variations, claims, disputes, and renewals,
ensuring issues are addressed in accordance with contractual and governance requirements.
7. Contract Portfolio Analytics & Reporting: Utilizes contract data, KPIs, dashboards, and portfolio reporting
to drive performance improvement, decision-making, and executive oversight.
Qualifications:
Education • Bachelor’s degree in Business Administration, Law, Engineering, Procurement
Management or a related discipline. Master’s degree/MBA preferred.
Experience
• 12–15 years of progressive experience in contracts management, procurement,
commercial/legal management or related fields, including at least 5 years in senior
leadership.
• Strong experience in end-to-end contract lifecycle governance, covering both preaward and post-award activities.
• Telecommunications or other regulated, contract-intensive industry experience
preferred.
• Experience designing or operating formal contract governance frameworks, policies
and SOPs.
Certificates Preferred certifications: CCCM/CPCM or equivalent.
